Quebec Immigration Programs:


An agreement between the Government of Canada and the province of Quebec
allows Quebec to select immigrants who best meet their province’s immigration
needs.

Quebec is able to establish its own immigration requirements and select
immigrants who will adapt well to living in Quebec. After you have been selected
by Quebec, you have to make a separate application to Citizenship and
Immigration Canada for permanent residence. CIC officer will assess your
application based on inadmissibility factors.

There are many distinct programs selected by the Quebec Immigrant Program;

  • Quebec Skilled Worker Program
  • Quebec Entrepreneur Program
  • Quebec Business Program
  • Quebec Self Employed Program
  • Quebec Student Services Program
  • Quebec Work Permit Program

The Quebec Investor Program requires that an investor

  • has acquired a minimum net worth of CAD $800,000;
  • has a minimum of three years management experience;
  • will have to meet a standard number of points based on criteria set out by
    the Quebec Government
  • from the acquired net worth of 800, 000 he/she will be required to invest
    $400, 000 with the government of Canada for five years. At the end of this
    term the money will be returned. However the investor will not receive any
    interest from that investment.

Note: This loan can be arranged with certain banks however the charge to you will
be an additional $120, 000 CDN from the financial institution.

The Quebec Entrepreneur Program requires that an entrepreneur

  • has acquired a net worth of at least CAD $300,000;
  • has at least three years of management experience;
  • will be required to present a business plan or purchase a business in
    Quebec. This business must be managed to a very intimate degree in
    which he/she is responsible for day to day actions.
  • will have to fulfill the following contract for at least one out of three years

  1. he/she will be required to create one incremental job for a permanent
    resident or a Canadian Citizen other than them or their family members.
  2. will control at least 1/3 of the capital of an eligible Canadian business
  3. will manage the business actively and continuously;

The Quebec Self Employed Program requires that a self employed person

  • will have to come to Québec to create the self employed  job by practicing
    an occupation in their own account
  • must have lawfully acquired minimum net worth of C$ 100,000 along with
    accompanying married or common-law spouse, where applicable;
  • must have at least two years of experience as a self-employed worker in
    the occupation he/she plans to pursue in Québec.

The Quebec Skilled Worker Program

The Quebec Skilled Worker Program is further divided into three separate
categories;

  • Assured Employment
  • Occupation in Demand
  • Employability and Occupational mobility

All three programs require the applicant to have at least 6 months of full time
experience in a related occupation for which they may have a formal job offer.
Moreover all three programs identify  the separate requirements of each
employers and employees. These skilled worker programs are also developed
with different criteria to suit a diverse number of employees and employers.

However the Employability and Occupational mobility program does not require
the employee to have a formal job offer. In this program the applicant is judged on
their ability to adapt  and mobilize to Quebec's labor market
